Ciprodex caused ear congestion?

I went to the doctor today assuming that i had Swimmers Ear in both my ears, sure enough i do. My left ear has an infection in the canal and the drum, my right ear only has an infection in the canal. My doctor prescribed Ciprodex drops twice daily for 7 days. I applied the first two drops in both ears about 2 hours ago and now my left ear feels as if it is completely congested. I can hear pretty much NOTHING out of my left ear. My right ear is perfectly fine. Occasionally when i hiccup (i have them right now), yawn, or just move in a leftward motion, my ear will open up and I can hear, but only for a few seconds before hearing is gone again. Is this normal or should I consult my physician?
